Legal Research FAQs: Finding Regulations

This page gives tips on how to locate federal and Illinois administrative law documents.

Electronic and print sources are included.  Access to some of the electronic resources is limited to users who have a valid Loyola ID and password.  Access to other resources is restricted to the Law School community.  Lexis and Westlaw require individual user IDs and passwords.

Federal Regulations

Currently effective federal regulations in print are found in the Code of Federal Regulations (CFR), Call No. KF 70 .A34 I46, on the fourth floor of the Law Library.  They are indexed in a "Finding Aids" volume at the end of the set.  Federal regulations are also available online at the GovInfo Web site.  The easiest and most up-to-date version is the e-CFR.  It is browsable and searchable by keyword or Boolean searches.  While Bloomberg Law, LexisNexis, and Westlaw have up-to-date CFR databases, the e-CFR is comparable in coverage, and it's free.  Federal regulations are updated daily by the Federal Register, which is also available online for free at on the GovInfo Web site as well as in Bloomberg Law, LexisNexis and Westlaw.

For archived versions of the CFR dating back to its inception (1938), as well as the Federal Register dating back to its first issue (1936), you can also use HeinOnline. A valid Loyola ID and password are required for access.

Illinois Regulations

Illinois regulations in print are not easily accessible.  There is a print version, known as Weil's Code of Illinois Rules, Call No. KFI 1235 .A49.  However, it is a cumbersome set to use, is not an official source, and requires a lot of updating in the Illinois Register.  Its primary utility is if a paper source for a known cite is required.  For that reason, it is much more practical to find Illinois regulations on the Web.  The best free version is published on the General Assembly's Web site by the Joint Committee on Administrative Rules (JCAR).  The site is browsable by title and keyword searchable. 

Bloomberg Law, LexisNexis, and Westlaw all have up-to-date versions of the IAC, but the free JCAR version is generally a good place to start.  The IAC is updated weekly by the Illinois Register, which is available in print (KFI 1235 .I42) and online from the Illinois Secretary of State's Web site.  The online versions are updated automatically to include new regulations and amendments from the Illinois Register, which is another good reason to go to them rather than the print version.
